Atal Bihari Vajpayee was a poet, orator and three-time Prime Minister who led the first non-Congress government to complete a full term. A founding leader of the BJP, he was known for his consensus-building style and was awarded the Bharat Ratna in 2015.
Biography
Early life
Vajpayee was the son of a schoolteacher in Gwalior. He studied at Victoria College (now Laxmibai College), Gwalior, and took a master’s degree in political science from DAV College, Kanpur. Drawn to the Rashtriya Swayamsevak Sangh as a young man, he worked as a journalist before entering politics as a founding member of the Bharatiya Jana Sangh in 1951.
Parliamentarian
First elected to the Lok Sabha in 1957, Vajpayee became one of Parliament’s most admired speakers and served as a member for over four decades. As External Affairs Minister in the Janata government (1977–79) he became the first person to address the UN General Assembly in Hindi. In 1980 he became the founding president of the Bharatiya Janata Party.
Prime Minister
Vajpayee was briefly Prime Minister for 13 days in 1996, and again from 1998 to 2004 at the head of the National Democratic Alliance. His government carried out the Pokhran-II nuclear tests in May 1998, travelled to Lahore by bus in 1999 to open talks with Pakistan, and led India through the Kargil conflict later that year.
At home it launched the Golden Quadrilateral national highway network and the Pradhan Mantri Gram Sadak Yojana for rural roads, and accelerated telecom liberalisation and privatisation.
Orator
Vajpayee was one of the finest orators in Indian parliamentary history, admired across party lines for his wit, poetry and measured pauses. Jawaharlal Nehru is said to have predicted, after hearing the young MP speak, that he would one day become Prime Minister.
Coalition builder
Vajpayee led the first coalition of more than twenty parties to complete a full term, managing allies with very different agendas. His government also pursued the Sarva Shiksha Abhiyan for universal elementary education, the National Highways Development Project and disinvestment of public-sector companies, and reached out to Kashmir with the formula of “insaniyat, jamhuriyat, kashmiriyat” (humanity, democracy, Kashmiri identity).
Poet and legacy
Vajpayee published several collections of Hindi poetry. Ill health kept him out of public life after 2009, and he died in New Delhi on 16 August 2018. He received the Bharat Ratna in 2015, and his birthday, 25 December, is observed as Good Governance Day.
