Himanta Biswa Sarma is the Chief Minister of Assam and one of the BJP’s most influential leaders in Northeast India. A former Congress minister, he joined the BJP in 2015 and became convenor of the North-East Democratic Alliance.

Biography

Early career

Sarma studied political science at Cotton College, Guwahati, took a law degree from Government Law College and a PhD from Gauhati University. Active in the All Assam Students’ Union in his youth, he practised law at the Gauhati High Court before entering politics.

Early life

Sarma grew up in Guwahati; his father, Kailash Nath Sarma, was an Assamese writer. As a student at Cotton College he was active in the All Assam Students’ Union, which led the Assam agitation against illegal immigration in the 1980s. He later became general secretary of the Cotton College students’ union.

Congress minister

Elected from Jalukbari in 2001 as a Congress candidate, he has won the seat in every election since. In Tarun Gogoi’s governments he held major portfolios including health, education and finance, and was regarded as the party’s chief strategist in Assam.

BJP leader and Chief Minister

After falling out with the Congress leadership, Sarma joined the BJP in August 2015 and was made convenor of the North-East Democratic Alliance, helping the BJP and its allies win power across the region, including Assam in 2016. As a minister in Sarbananda Sonowal’s government he led the state’s Covid-19 response, and in May 2021 he became Chief Minister.

His government has run the Orunodoi cash-transfer scheme for women, a crackdown on child marriage and large eviction drives on government land, the last of which drew criticism from opposition and rights groups. He is also president of the Badminton Association of India.

Policies and politics

As Chief Minister Sarma launched a campaign against child marriage, eviction drives on government and forest land, schemes such as Orunodoi cash transfers for women, and the expansion of medical colleges. He has taken strong positions on immigration, delimitation and Muslim personal law that critics call divisive. Nationally he is the BJP’s chief strategist in the Northeast and a frequent campaigner elsewhere. He is president of the Badminton Association of India.
